RSW Regional Jail Overview
RSW Regional Jail, also called Rappahannock-Shenandoah-Warren Regional Jail, is operated by the Rappahannock-Shenandoah-Warren Regional Jail Authority. It is the primary jail facility for Warren County because the Warren County Sheriff's Office states that Warren County does not have its own jail. RSW holds people remanded from Warren, Rappahannock, and Shenandoah Counties, including pretrial detainees, local sentenced inmates, and eligible people in community custody programs.
The jail opened in July 2014 on the Winchester Road and Route 340/522 corridor north of Front Royal. RSW's public facility information says the jail initially had capacity for 375 inmates and about 175,000 gross square feet. The RSW Finance and Personnel packet dated January 28, 2025 reported Warren County's FY2024 average daily population at 134.25 and total member-jurisdiction ADP at 260.33. A later July 24, 2025 Authority packet listed an April snapshot of Rappahannock 20, Shenandoah 112, Warren 156, member ADP 288, and total facility ADP 301 after contract beds.

RSW's visitation page says the jail no longer uses iWebVisit for general visitation and directs visitors to Paytel. The official public page reviewed did not publish a complete public schedule, dress code, or property list. Mail, Phone, and Money at RSW
RSW uses a scanned-mail process for regular nonlegal mail. Regular mail goes to a third-party processing center, not the jail building. Legal mail and money orders go directly to RSW. Phone and messaging are through Paytel, and money can be deposited through the lobby kiosk, JailATM, mailed money orders, or in-person money-order drop off. The official canteen page says no cash or checks are accepted for inmate account deposits.

Booking and Intake at RSW
RSW's FY2020 packet describes local intake in concrete terms. During intake, inmates are fingerprinted, charges are entered into the inmate database, personal property is logged, and the inmate showers and changes into jail clothing. Booking officers use questionnaires and observations, and classification staff consider those findings when they assign housing and other needs. Medical and mental health review can also affect placement.
Property rules are specific. Prescription glasses, contact lenses, and solution may be allowed after medical staff approval. Prescription glasses can have metal frames, while generic reading glasses must be plastic framed. These details are practical for families because property that seems ordinary outside jail still needs RSW approval once someone is booked.
RSW Regional Jail Programs
RSW's mission statement says the jail provides humane confinement and opportunities for personal growth through academic and life skills programs and substance abuse counseling and education. The facility page includes recreation and education spaces, and the jail states that it uses direct supervision. Virginia Code 53.1-68 also requires behavioral health standards, screening, referral, suicide and acute-distress response, and discharge planning standards for local and regional jails.
RSW Community Custody includes Work Force and Home Electronic Monitoring for qualified sentenced inmates. Work Force lets eligible inmates work outside the jail on projects in the three member jurisdictions. Home Electronic Monitoring allows qualified sentenced inmates to serve at home under GPS monitoring and maintain employment. Eligibility depends on court authorization, sentence status, criminal history, conduct, medical approval, and drug or alcohol screening.
